How will the databases operate?

NPDES permitted facilities may choose to use a database developed by the EPA,  state, or third-party software vendor, as the database will operate on an open platform.  All systems used by the facilities must be compliant with the EPA’s Cross-Media Electronic Reporting Regulations (CROMERR)(see 40 CFR part 3) for the data to be transmitted to the EPA. 

The NPDES national data system (ICIS-NPDES), which has recently replaced the Permit Compliance System (PCS), is the data system where the NPDES permit information will be stored.  The National Environmental Information Exchange Network’s Central Data Exchange (CDX) will convert the information obtained through the various database systems used by the states/permitting authorities into the ICIS-NPDES system.
