Yes. Beginning December 9, 2015, voluntary disclosures of civil violations must be made through the eDisclosure portal. Consistent with EPA’s “Next Generation Compliance: Strategic Plan,” the agency has decided to modernize its implementation of the Audit Policy and Small Business Compliance Policy by creating a centralized web-based “eDisclosure” portal to speed up the processing of self-disclosures and reduce transactions costs for regulated entities and EPA, in a way that also will be easy for small businesses to use. Under the automated eDisclosure system, large and small businesses with some of the more routine types of violations will quickly get their disclosures resolved. EPA is will continue to accept and process disclosures from new owners submitted outside the automated eDisclosure system.
