Your SPOC is your State’s “Single Point of Contact” for the Intergovernmental Review Process (required by Executive Order 12372 which structures the federal government's system of consultation with state and local governments on its decisions involving grants, other forms of financial assistance, and direct development).
OMB provides a list of all the State SPOCs nationwide on its website: https://www.whitehouse.gov/omb/grants_spoc/.
- Locate your State’s SPOC on the OMB list and submit a copy of your application to the SPOC when you submit your application through Grants.gov.
- The Intergovernmental Review Process may not apply to you (i.e. your State has chosen to NOT participate in the Intergovernmental Review Process). If you are located within a State that does NOT have a SPOC, then simply submit your application through Grants.gov.
